Home Forward Has Increased Their HUD Voucher Payment Standards Substantially; 2BR Up as Much as $522/40%.

With little public notice that I can see, Home Forward has updated their HUD voucher payment standards substantially from payment standards that had been in effect since Dec of 2020.

The 6 page PDF I constructed HERE and embedded below has all the details

  1. A graph showing the % and $ increases for the 2 BR payment standard by zip code.
  2. The $ difference between the old and new.
  3. The % difference between the old and new.
  4. The new payment standard.
  5. The former payment standard.
  6. The ratio of the new payment standard to the HUD FMR. 
As the graph shows the biggest 2 BR payment standard increase for SW Portland (zip codes 97035, 97219, 97221, 97239x) is $522/40% from $1,300 to $1,822. 

On page 6 note that despite these increases, NO payment standard is above 105% of the HUD FMR. (It will be interesting to see if Multnomah county caps the Metro RLRA homeless rent standard at 105% also). 

The increase in payment standards went into effect July 1 but likely will be phased in over time for existing tenants; once I see more information from Home Forward I will do a new post or update this one.
