Many years ago HUD consolidated multiple grants into a consolidated Super NOFA (Notice of Fund Availability) cycle.
This insured that potential grantees knew about grant opportunities at one time, instead of requiring them to pore through Federal Registers and see grant opportunities as they dribbled out during the FY.
Looks like HUD is now pitching a "streamlining" that really amounts to killing the Super NOFA process, and going back to individual grant announcements now scheduled to roll out in a January-May 2009 cycle.
