Cap and Trade: How Much [Tax] Will be Paid Will Vary by State.
WSJ had interesting recent editorial saying that cap and trade impacts would vary by geography in some unexpected ways, with coasts having lowest potential tax cost. (General idea is that states with low per capita emissions would have less tax to pay than do states with high per capita emissions). (Editorial cites Climate Analysis Indicators HERE).
