HUD Gives Waiver to Allow Housing Authority in Florida to Use Public Housing Capital Fund to Pay for Section 8 Voucher Costs.

This seems very weird to me, but that is what story HERE in FloridaToday says:

More than 700 landlords will get full rent in December for nearly 1,350 Brevard County families in the federal Section 8 program.

The Department of Housing and Urban Development will allow Brevard Family of Housing Authorities to take money from its capital fund to cover a $765,000 shortfall this year.
Would love to see the details of THAT waiver; I HOPE this is at best a short term loan of Capital Fund proceeds.
