In lecture Donovan talks about placed based changes, bringing back some of the same themes that occurred during the Clinton Administration (In that era, HUD sent many HUD managers to placed based training at locations around the country, including PSU). During Q and A he also talks about integrating transportation and housing plans, including CDBG.
