Broadband Adoption in Low Income Communiites.

One rather amazing example in the report (pg 25):
For example, a focus group of community intermediaries in Philadelphia, drawn from groups working on digital inclusion in the city, told us that Comcast claims to offer complete coverage of the Philadelphia area but refuses to provide services to residents of Philadelphia Housing Authority developments—a population of 81,000. Although Verizon does provide DSL coverage to Housing Authority residents, such service requires Verizon phone service, which many residents choose to do without.
