I received the Hardest Hit proposal from North Carolina this afternoon, so the link in the right pane, Hardest Hit Plan Submissions, SECOND Round States, now has one PDF file with ALL 5 Hardest Hit proposals from Second Round states as submitted to Treasury. (North Carolina Ohio, Oregon, Rhode Island, South Carolina).
