OHCS Hardest Hit Propoal Sent to Treasury Now Posted.

Congrats to OHCS for being the first of second round states to post their Hardest Hit proposal, as sent to Treasury, HERE. (OHCS proposal is 44 pages, 6 pages shorter than the max:)

I will read today and post with any observations today or tomorrow; I will also be seeking proposals from other second round states.
