Second Round Hardest Hit Proposals: 4 of 5 Now Posted.

I have added the South Carolina Hardest Hit proposal submitted to Treasury to the link in right pane , Hardest Hit Plan Submissions, Second Round States.

The sole remaining second round state that has not yet provide a copy of their proposal is North Carolina. (Nevada has yet to provide their plan from the first round states).
