1st Qtr 2011 RealtyTrac State Foreclosure Discount Data

Press release from RealtyTrac HERE has information about state foreclosure share of all sales, avg foreclosure sales prices, and discounts for foreclosures, REO, and Pre foreclosure sales.

I added ranks of 38 states where data was available and created  table HERE.

Pasted below is data for US, Oregon, and several Western States (ranking of 1 would be worst in US, 38th the best). 

Oregon's worst category is foreclosure sales as percentage of all sales; at nearly 32% Oregon's percentage is 7th worst in country and is nearly double the Washington percentage of 16% (Oregon's number of foreclosure sales is also slightly higher than Washington).
