Mass Recommendations for Housing Authority Oversight Changes; My Question.

I have no idea whether the recommendations make any sense, but I CAN ask this (wicked) question: 

How in the hell can there be 242 housing authorities in Massachusetts, a state with a land area that is 1/12th. the size of Oregon? (I count 23 PHA's in Oregon).
