The federal Consumer Financial Protection Bureau has published the ability to pay final rule for home loans, including a definition of "qualified home loans" as well as an opportunity to comment on several proposed amendments to the final rule. (Kinda odd since this is a "Final" rule, no?).
A summary of the history leading to the rule, and a summary of the rule is HERE. The final rule, all 804 pages, is HERE (will be shorter when published in smaller type face in Federal Register); breakouts by different sections can be found HERE.
I am sure there will be more detailed explanations of the rule in the coming months, this post is intended only as a reference tool, not a detailed analysis.
