HUD has published HERE the FY 2019 Voucher Renewal Funding Inflation Factors used to determine housing assistance voucher funding for housing authorities.
I created and pasted a map below showing FY 2019 factors for all Oregon counties. Portland metro counties got a 5.9% increase from FY 2018 and Douglas county got a hefty 31.6% increase.
I have also created a PDF HERE, and embedded below, with a table that shows annual inflation increases from FY 2015-FY 2019.
How Much Did HUD Funding Per Voucher Increase from FY 2014 to FY 2019, AND How Did that Compare to Changes in HUD Fair Market Rents?
In the far left column of the table I show my calculation of how much a housing authority would receive in FY 2019 per voucher IF the HUD funding (housing assistance payment) was a uniform $100 in FY 2014.
For example IF the HUD funding per voucher was $100 in the Portland metro area in FY 2014 my calculation is that HUD housing assistance funding would have increased per voucher to $124.54 in FY 2019. That's the same as saying that HAP funding from HUD for the Portland metro area increased per voucher by 24.54% from FY 2014 to FY 2019.
Important Note: From FY to FY 2014 HUD's 2 bedroom fair market rent for the Portland metro area increased from $922 to $1,441, or 56%. That is more than DOUBLE the actual per voucher HUD funding percentage increase that I calculated for the same time period.
Bottom line, HUD HAS increased per voucher funding since FY 2014 but NOT enough to keep pace with the hot Portland rental market (and likely other markets too).
