Philly PHA Loses and Wins on Day Jackson Resigns.

The ongoing dispute between HUD and the Philadelphia Housing Authority has been reported as one of several factors that may have led to the resignation of HUD Secretary Jackson. On the day that resignation was announced two related events occurred:
  1. A U.S. District Court judge refused to grant a temporary restraining order to prevent HUD from removing Moving to Work status for the Philadelphia PHA. Contrary to the claims of the PHA, the court found that the PHA would lose funding ONLY if it refused to enter into a revised Moving to Work agreement HUD requires for all housing authorities renewing their Moving to Work Agreements after January of 2008.   2. HUD agreed to a one year transitional period for the PHA, which the PHA says will postpone a $40 Million reduction in HUD funding. News story HERE.
