Thanks to the Poverty and Race Research Action Council and a blog subscriber HERE is a week ago HUD presentation on a planned new methodology of calculating HUD Fair Market Rents at the small area/zip code level. (I converted presentation into PDF to make sure all could read).
This effort is apparently part of the planned Rental Housing Transformation initiative. I expect formal legislation on that topic will be introduced in the next several weeks but it MAY be that some part of the change in FMR methodology can be accomplished administratively or through a demonstration program (this appears to be suggested by slide 7 on page 4).
I don't have anything yet to add to what you see in the HUD PDR document, if I find additional information I will either update this post or do a new post. To find all posts on this subject in the future, use the keyword "FMR changes"
