HUD Seeking Comments on Rental Alignment Draft Documents for Administrative (Not Legislative) Action.

From web page HERE, deadline for email comments on several different alignment draft reports is NLT August 26, 2011.

These reports detail rental policy alignment activities proposed to be pursued through administrative action [emphasis added]. These policy proposals are preliminary drafts have not yet been recommended for implementation.

The Rental Policy Working Group is seeking stakeholder comment on the alignment reports – please send comments to harmonization@hud.gov by August 26, 2011.

    Income Reporting and Definitions
    Subsidy Layering Review
    Reduction in State-to-State Variability for Income Definition
    Financial Reporting
    Common Energy Efficiency Requirements
    Appraisal Primer
    Market Study Standards
    Capital Needs Assessment
    Improve Sharing of Data on Owner Defaults
    Compliance (Fair Housing MOUs)

If anyone knows on any Oregon based effort to submit joint comments on any of these drafts please email me or add a comment to this post.  [I am aware that Oregon is participating in the Physical Inspections pilot].

Tuesday House Financial Services Committee Hearing on HUD Transforming Rental Assistance Proposal.

HUD Gearing Up to Test Setting Fair Market Rents by Zip Code.

Thanks to the Poverty and Race Research Action Council and a blog subscriber HERE is a week ago HUD presentation on a planned new methodology of calculating HUD Fair Market Rents at the small area/zip code level. (I converted presentation into PDF to make sure all could read).

This effort is apparently part of the planned Rental Housing Transformation initiative. I expect formal legislation on that topic will be introduced in the next several weeks but it MAY be that some part of the change in FMR methodology can be accomplished administratively or through a demonstration program (this appears to be suggested by slide 7 on page 4).

I don't have anything yet to add to what you see in the HUD PDR document, if I find additional information I will either update this post or do a new post. To find all posts on this subject in the future, use the keyword "FMR changes"
