My prior post projecting little benefit to Oregon from Rental Assistance program in FY 2011 (because half of funding is reserved for uses that don't apply to Oregon) is HERE. (Note also that reforms would add costs to budget at a time when other HUD programs, like Section 202 and 811, are being cut).
