Comparison of Select HUD Program Funding FY 2011 with FY 2010 and President's FY 2011 Budget Request.

I extracted select data from new NLIHC budget table HERE to construct table below. It shows comparisons of funding for select HUD programs in House /Senate Appropriations bill scheduled for vote later this week with FY 2010 funding and funding that had been proposed in President's FY 2011 budget. (% in far right columns are CHANGE %).

Biggest % drops were for housing counseling, Section 202 and 811, HOPE VI, and Public Housing Capital Fund. [Section 202 and 811 got more however than President had requested]. 

Project based assistance had greatest increase.

Quick Look, HUD FY 2011 Budget Reductions Total $2.1 Billion vs Enacted FY 2010 Appropriation Level.

I extracted what I think are HUD FY 2011 budget changes from just posted documents on the House Rules Committee website HERE.  These changes will be in the Appropriations bill for the full FY 2011 budget scheduled for a vote in the House later this week.

Table I constructed and pasted below has changes for HUD, compared to enacted FY 2010 budget and FY 2011 budget proposed by the President.

CBPP Report Shows State Impacts of Proposed House Cuts in FY 2011 Budget; 4 HUD Programs In Oregon Projected at $36.9 Million.

Using CBPP data, I put together a table showing projected FY 2011 cuts for Oregon in just 4 HUD programs.

The total reduction for Oregon in just these four HUD programs would total $36.9 million.

House FY 2011 Appropriations Bill Would Gut Many HUD Programs, Cut At Least $5.6 Billion with Half a Year to Accomplish.

The House Republican leadership will be proposing a $100 billion reduction in a appropriations bill that would fund the federal government through the remainder of FY 2011 (Sept 30th). 

With a Republican majority this bill is likely to pass the House this week.  As the Senate is unlikely to pass this level of cut and the President will not sign a bill with this level, the stage is set for a March 4th showdown, when the current continuing appropriations bill expires.

I am sure that advocacy groups will provide more detailed information about these cuts in the coming days. In the interim, I have attempted to extract the HUD cuts from Appropriations Committee documents. While it's possible I missed one or two, the table below shows the amount of cuts I found compared to the enacted FY 2010 appropriations and FY 2011 budget proposal that the President made LAST February.

Observations

1. Total HUD cuts compared to FY 2010 enacted would be at least $5.6 billion, compared to FY 2011 proposed they would be $6.1 billion. 
2. Compared to the FY 2011 proposed President's budget, the largest dollar cut would be for CD block grant program, a reduction of $2,880,100,000; with tenant based rental assistance slated for the second largest cut of $1,470,500,000. 
3. With almost half of the fiscal year complete, the impact of these cuts would be magnified, virtually doubling the number of assisted households/people and projects that would need to be cut to stay within the yearly budget.
4. Note that on Monday the President will propose his FY 2012 budget, which will likely also include some cuts in HUD programs, including CDBG.That bill will be on a much slower track that the FY 2011 Continuing Appropriations bill.

HUD FY 2011 Budget Passes House: Amendment Will Get HUD Attention--All HUD Travel Funds Cut.

The HUD/DOT FY 2011 Appropriations bill passed the House yesterday, with amendments.  The bill status page HERE has links to Congressional actions, including amendments. 

One Democratic amendment from Kaptur of Ohio, TOTALLY eliminates all HUD travel funds. When I say "totally", I mean totally.

I have posted the Congressional Record discussion of that amendment HERE. The gist:

Rather than let HUD staff use our public dollars to travel to places 
like Rio de Janeiro, when people in our country are working so hard to 
try to work out these mortgages and the banks aren't answering the 
telephones, let HUD use all of its power and authority to bring the 
worst offenders and their buddies to focus their staff on doing 
mortgage workouts in places like Toledo, Ohio, Cleveland, Boise, Idaho, 
Las Vegas, Sacramento. We ought to be doing mortgage workouts, not 
taking what look like vacations to Rio de Janeiro.

I believe I projected in prior post that the Secretary's trip to Rio was going to be a PR problem, but I did not think it was going to take so long, or that a Democratic congresswoman would use it as part of the appropriations process to "send a message" to a Democratic Administration that has significantly increased funding for HUD programs.

House Today Considering HUD/DOT FY 2011 Appropriations Bill; NOFA's Within 60 Days to Be Required for HUD.

Within HUD, the Committee has focused this year’s bill and report on strengthening the core programs of the Department and
eliminating large carryover balances by requiring the issuance of
Notices of Funding Availability (NOFAs) within strict timeframes.
Further, the Committee is mandating administrative reforms in
the Housing for the Elderly program and in the Housing for Persons with Disabilities program through the accompanying report.

From bill text appears that "timeframes" will require HUD NOFA's within 60 days of enactment.

House Appropriations Committee Action on HUD FY 2011 Appropriations: $1 Billion MORE than President's Request, $520 Million MORE than FY 2010 Budget.

All current materials on July 20 action by full committee can be found HERE.

HUD FY 2011 Budget "Mark" is:

• $2.5+ Billion MORE than FY 2010 approved budget. This is reduced to $520 Million MORE after $2 billion in increased receipts are added back [This likely includes higher FHA receipts; if these increased receipts are reduced in future budget scoring, this may mean offsetting reductions in HUD program funding would be required].
• $1+ Billion MORE than President's request for FY 2011.
• Some key new programs are left unfunded in the Chair's mark, including Tenant Rental Assistance Transformation,  Choice Neighborhoods, Energy Innovation Fund, and Catalytic Investments.
• Contrary to President's budget request for reductions in HUD 202 and 811 program funding, those programs are funded at the same level as in FY 2010. (Think I had that right when this process started:)
