With Caveats, Portland 4th Best City in Country to Rent vs Buy?

Trulia.com PR has City tables HERE; using Trulia data, Portland's is shown as fourth best metro area in the country, and Seattle is even better, ranking third in the country.

BIG CAVEATS :

• PR clearly says "cities", but I wonder if they are including all of metro area, or just core city?; 
• Detailed data HERE makes clear that comparison is for 2 BR units, which would may not be the norm for sale market.
• Data also uses LIST prices not as sold prices, and Portland listed sales price of $307k and rent price of $1,145 seem WAY off to me. (Even with rent price including insurance).
