Out of blue this long delayed report has appeared on the Clackamas County Community Development Department website.
The Executive summary is HERE; full AI is HERE , with action items found on pages 56-58. This will take some time to digest; I don't see any opportunity to comment shown in these documents, nor does it appear that this has been on any prior County Commission agendas.
