I just noticed that Oregon's Legislative Fiscal Office posted their 2021-2023 detailed budget analysis in November, many months after their usual posting date.
With the legislative session fast approaching I thought it would be useful to look back at OHCS legislatively approved budgets going back to the 2013-2015 biennium, so I pulled out OHCS data from the most recent 600+ page LRO analysis and did the same for budget data going back to 2013-2015.
The bar chart picture pasted below shows the total and general fund subtotal by biennium.
The PDF table HERE, and embedded below, shows the annual % and numerical increases and the cumulative increase from 2013-2015 to 2021-2023 and includes budget subtotals by funding source.
I have also consolidated the detailed LRO budget analysis for each biennium into a single 50 page PDF file HERE.
Some observations of legislatively approved changes from 2013-2015 to 2021-2023:
- Total funding went UP by $2.5 BILLION /188% to $3.8 BILLION.
- General fund resources went UP by $889 million/4350% to $909 million. (In 2013-2015 OHCS received only $20 million in general fund resources).
- FTE's went UP 213/142% to 364 FTE's.
- Federal funds went UP $657 million/289% to $885 million.
- Total funding went UP by $1.3 BILLION /49% to $3.8 BILLION.
- General fund resources went UP by $578 million/175% to $909 million. (In 2013-2015 OHCS received only $20 million in general fund resources).
- FTE's went UP 65/143% to 364 FTE's.
- Federal funds went UP $416 million/89% to $885 million.
