Average annual housing production in Oregon’s large cities from 2018-2021 was about 15,000 units (14,986) . Note this is PRODUCTION /occupancy permits and NOT building permits. [Building permits averaged 16,776 annually].
The recent executive order from Governor Kotek says that average annual STATEWIDE housing production has been 20,000 units and sets a new goal of 36,000 units annually-an 80% increase.
Subtracting large city production from statewide production we can estimate that an annual average production of 5,000 units was estimated outside of those large cities —that's 25% of the statewide average of 20,000 housing units produced.
Using those same 75%/25% production shares increasing statewide production by 16,000 units, to 36,000 units annually, would require annual production of 27,000 units in large cities and 9,000 units outside of those cities.
That's a 80% increase in production for both large cities (+12,000 units) and the rest of the state (+4,000 units).
The 2 PDF file I created HERE and embedded below shows housing permits and PRODUCTION for the last 4 years for Oregon's large cities and the average over those four years. (Data source was annual reports submitted by large cities to LCDC to comply with HB 4006 enacted in 2018).
Note that the City of Portland produced an average of 5.820 units per year, 39% of the statewide total of large cities and 29% of the 20,000 units produced statewide.
