View Federal Spending Trends: Oregon HUD Example.

The USASpendingGov.spending website has a feature that allows viewing of trends in spending for last several fiscal years. Very cool.

Users can select by FY, agency, geography, type of assistance, or program starting at web page HERE.  Looks like lowest geography in this view is by Congressional District.

Example HERE shows grants and direct spending by HUD program in Oregon from FY 2003 to FY 2012.  (List is sorted by CFDA number). 

If you click on data for specific program for specific FY you will see more detail, including largest recipients for that year and the ALL recipients for that FY.

If you click on FY heading, list will sort from largest to smallest amount by program for that FY.

Some data is clearly missing from earlier years, but peak year to date was FY 2009 when HUD spending in Oregon topped $500 million, led by $199 million in Housing Choice Voucher spending.

Improper Payments Comparisons FY 2010; HUD Improper Rental Assistance Payments and Rates Were Far Less than for Key Medical/Food Programs.

The administration has a reduction of improper payments initiative underway that includes a data set of improper payments by agency and program that can be found HERE.

I went in and dug out some data for FY 2010 for some select programs including HUD Public Housing and Rental Assistance programs . This includes public housing, project based, and voucher based rental assistance outlays of $30.015 Billion. 

I prepared two graphs HERE that show the improper payment percentage and dollars for these select programs. 

Some observations:

The improper payment percentage for HUD was 3.1%, or $925 million spent improperly (of $30.015 billion in outlays). HUD's percentage and $$ improperly spent was substantially lower than other well known programs:

• The combined improper payment rate for 3 medical programs [ Medicare Advantage, Medicare fee for service, and Medicaid] was 10.6%, with $70.4 billion spent improperly.
• The combined improper payments rate for 3 food programs [SNAP/"Food Stamps", School Breakfast, and School Lunch] was 6.9%, with $4.278 billion spent improperly in FY 2010.
• The improper payment rate for 3 medical programs was 345% of the HUD rate [245% higher], and the improper payment rate for 3 food programs was 225% of the HUD rate [125% higher].
• The amount of improper payments for 3 medical programs was 76.15 times the amount of HUD improper payments and for 3 food programs the improper amount was 4.63 times the HUD amount.

Note: HUD's 3.1% improper spending rate included 1% that was under spent [payments were lower than they should have been] so FY 2010 net overspending was 2.1% or $630.2 million instead of $925 million; breakouts of under and overspending was not available for all programs so comparisons on net overspending between programs was not possible.

$142 Million in Housing Recovery Act Spending, by Oregon County.

I have created a table HERE which shows the distribution of $142 million in RECOVERY act Housing spending by Oregon counties FY 2008-FY 2010 (through June).  More than 1,000 transactions are covered ; all forms of assistance - contracts, grants, direct payments, etc.- are included.

A summary view of this Oregon data from USAspending.gov is HERE; it shows OHCS receiving largest amount of this funding at $65+ million.

Observations:

• Since search is focused on ARRA funding this search does NOT include $88 Million in Oregon Hardest Hit Funding OR Oregon NSP 1 funding of $19.6 million.(Combined, that's $107.5 million NOT included in this report, and of course the Hardest Hit funding has yet to be obligated).
• 48% of Recovery Act spending flowed through Marion County, the seat of state government. Unfortunately while we know those dollars are spent throughout the state, the USASpending.gov data set I used does not include a place of performance county data element.
• HUD spending accounted for 67% of all Recovery Act Housing spending, with Department of Energy accounting for another 17% (primarily for Weatherization spending).

USA Spending Says Oregon Federal Housing Obligations for FY 2008-FY2010 YTD Were $1.25 Billion, But that is WAY Understated.

USASpending.gov now has canned reports showing "housing " spending for ALL federal agencies.  

Using USASpending.gov data I have pasted an Oregon table below with my summary by agency of federal housing spending for FY 2008, FY 2009, and FY 2010 YTD. (Tip: USASpending.gov allows you to construct customized reports for other geographies, time periods, and programs as well as by assistance type [grants, direct payments, contracts etc).

HUD accounted for $1.142 billion in obligations shown by USAspending.gov, or 89% of all housing obligations. Housing vouchers were the largest single program at $523 million, and the Housing Authority of Portland was the biggest single "housing" recipient in the state, with obligations totalling $250 million.

FHA/VA Loan Guarantees Not Included, and Would Add $13 Billion to Total Oregon Federal Housing Spending.

While the $1.28 billion in obligations (all types) is impressive, in looking at the details I realized that FHA and VA loan guarantees do NOT appear to be included, and these have been record setting years for these programs. (It's Illogical from where I sit to exclude those programs),

Combined I estimate that those two programs likely would add another $13+ Billion over this time period to bring the SUBTOTAL to $14+ billion in federal housing obligations in Oregon for these three fiscal years (with several months still remaining in FY 2010).

More Federal Housing Spending that is NOT Included.

A.Federal tax expenditures for

• Mortgage interest, property tax deductions or the home buyer tax credit.(CBO estimated those at $127 Billion annually).
• Rental related programs like low income tax credit, accelerated depreciated etc (CBO estimated those at $12 Billion annually).
• 5 year loss carry back provisions, with first year estimated costs of $33 Billion. 

B. Any funding required for the bail out of Fannie Mae and Freddie Mac, costs that have been estimated to be in the range of $500 billion-$1 Trillion. 

C. Any HAMP related funding and TARP funding for programs like the Hardest Hit program.

New Excel/Browser Tool Provides Easy Way To See Up to Date Details of Oregon HUD Grantee Spending.

I have constructed a very simple Excel workbook (HERE) that allows users to easily find detailed Oregon HUD grantee spending reports, for HUD grantees selected by the user. (Data for HUD is currently updated through June 30, 2009).

Here's how it works.

• The user simply selects the name of the HUD grantee from a pull down list of more than 180 current or past Oregon HUD grant recipients in Row 1.
• A formula returns a custom hyperlink for that grantee in Row 2. (Note: Because of some coding errors/variations in original source data I have added a Row 3 with an alternate hyperlink).
  
• When the user clicks the hyperlink in Row 2, their web browser will then display an UP TO DATE multi year summary of federal grant spending for the selected grantee, including a summary of spending by program.(Note that while ALL grantee names in the spreadsheet ARE Oregon HUD grantees, SOME grantees may have also have grants from OTHER federal agencies that are included in the results shown).
• Try the link in Row 3 if link in Row 2 does not work.
• Within the summary page open in the web browser, the user can choose to narrow the time period to a single fiscal year, choose the level of detail, and also whether to display OR download the data. An additional option allows the user to see ONLY Recovery Act spending for that grantee.
• Fiscal years shown in the data are ALL Federal Fiscal years, starting Oct 1.

EXAMPLE: Clicking the link in Row 2 for the opening/default entry in the database (Oregon Housing and Community Services) will take you to their summary HERE. It shows a total of $92 Million+ in federal grant spending, and if refined to FY 2009, a total of $41 Million. Refined further, the data shows a total of $ 14.6 million in Recovery Act spending for OHCS in FY 2009.

NOTES :

1. The usaspending,gov grant database used as the source data (HERE) includes ONLY grantee and NOT sub grantee information. Grant Database does NOT include loans, or tax credits; a separate database is used to search for contracts.
2. Certain cells in the workbook are password protected to prevent inadvertent data entry errors.
3. USAspending.gov grant spending data is regularly updated on a monthly or bi-monthly basis. As of this writing, the HUD data is current as of June 30, 2009.
4. After pasting data using both Row 2 and 3 code IF you still get no data, OR if the data returned is clearly for the WRONG grantee, please add a comment below with the NAME of the grantee selected or drop me an email with the link provided in the database. As time permits I will investigate and post correct links, if available.
