I created a table and a graphic below to illustrate the changes in demographics and unit types served from 2010-2019.
Some observations of 2010-2019 changes. (While the Oregon rate of change differs from the US rate of change, the direction is the same).
- Elderly households are now a higher share of voucher holders.
- Female heads of households now represent a lower share of voucher holders.
- Households with children now represent a lower share of voucher holders.
- Female heads of households with children now represent a lower share of households.
- 0-1 BR units now represent a higher share of voucher holders; 2 or more bedroom units now represent a lower share of voucher holders.
- Minorities now represent a higher share of voucher holders.
Comment/Speculation:
The increase in voucher use for the homeless may be changing the population served toward fewer women, fewer children, more older single men, and more 0-1 bedroom units. (For example, one contributing factor could be the 80,000+ VASH vouchers now in use; the majority of VASH voucher holders are single men).
It's possible that the aging population is also driving these changes.
