After subtracting state and local income tax 30% of those unemployment payments would yield $103 million available for housing expenses for those four months. Total HUD voucher funding in Oregon for 12 months of CY 2019 was $250M.

submitted to DOL, my calculation of Oregon state unemployment
compensation from Jan to April 2020. The # of first claims paid monthly
went from 10K to 139K AND benefits went from $45M to $401M. Avg monthly
