3 County Portland Metro 2022 Homeless Count: Unsheltered Homeless Rate Per 100,000 Population Varies from 3 to 372 Based on Sub Population and County

In my prior post I presented 2022 PIT counts and changes from 2019 to 2022 for three Oregon Portland metro counties.  

This post converts those raw counts into RATES of homeless per 100,000 population. 

For the rates of unsheltered child homelessness I ONLY included children under 18 as estimated by PSU; all other populations use the total PSU population estimate. 

For easy comparison I show unsheltered homeless rates for Multnomah county and then the rates for the combined population of Clackamas and Washington county. 

The 2 page PDF posted HERE has, on the second page, a table with details and the picture pasted below is a graph on the first page of that PDF. 

Observations

  • All Unsheltered Homeless: Multnomah's rate of 372 per 100,000 population is almost 7 times the 54 per 100,000 rate in the combination of Clackamas and Washington county.
  • Unsheltered Homeless Children <18: Multnomah's rate of 195 per 100,000 children under 18  is 72 times the 3 per 100,000 children under 18 rate in the combination of Clackamas and Washington county.
  • Unsheltered Chronic Homeless: Multnomah's rate of 257 per 100,000 population is 9  times the 28 per 100,000 rate in the combination of Clackamas and Washington county.
  • Unsheltered Homeless Veterans: Multnomah's rate of 25 per 100,000 population is 6 times the 4 per 1000,000 rate in the combination of Clackamas and Washington county.
  • Most Multnomah county unsheltered population rates per 100,000 in 2022 were substantially higher than in 2019, led by a reported 48 X increase in unsheltered homeless children under 18.  In Multnomah county only veterans (-12%) showed a reduction in their rate of unsheltered homeless. 
  • In the combined Clackamas and Washington county area, the 21% increase in total unsheltered homeless rate was driven by a 30% increase in the unsheltered rate per 100,000 for the chronic homeless
