3rd Qtr County Portland Metro Supportive Housing Progress Reports Posted; Lack of Consistent Organization Makes Cross County Comparisons Impossible.

I have posted the 3rd qtr county supportive housing progress reports in my supportive housing folder; a direct link to all of the quarterly reports is HERE, and the folder (with other materials) is HERE

I extracted the Financial section of each 3rd quarter report and compiled them into a 4 page document HERE

It is readily apparent there is no consistency in financial reporting and what is reported is one or two pages at most. 

As best as I can tell the three counties have spent $22.6 Million: $2.2M (Clackamas), $11M (Multnomah), and $9.4M (Washington) but there are funds in reserves and set aside for specific purposes that are not consistently reported. 

In looking at these financial reporting sections it is impossible to know how much has been spent directly on RLRA, how much has been spent on RLRA administrative fees, how much has been spent for non profit partners RLRA activities, and in total how much has been spent or RLRA. (Clackamas county does the best job in reporting RLRA spending and Multnomah county does not even have a line item for regional long range assistance).

Metro has yet to post their 3rd quarter summary, but it should not be necessary to see their summary to compare performance across county. 

I get that allowing locally flexibility in choosing activities makes sense but the absence of consistent reporting formats does NOT promote transparency of confidence in the overall management of billions of local tax dollars.
