Update: Oregon: 1,528 HUD Emergency Homeless Vouchers + Homeless Veteran Vouchers (VASH) Not Yet Leased, with 857 Not Yet Leased in 3 County Portland metro.

Update:
I had forgotten that an earlier post had detailed the funding for services in the Emergency Voucher program for Oregon PHA's. That post is HERE  and a pie chart showing the breakout of costs for services vs. rental assistance is pasted below.

Both HUD emergency rental vouchers and Veterans /VASH vouchers are focused on the homeless population. 

Both include supportive services funding along with rental assistance which can include rent up to 120% of the HUD fair market rent. (Similar to the Metro Regional Long Range Rental Assistance program funded by local tax dollars)

HUD and VA funding for these vouchers is substantially more than the standard housing voucher and they should be prime resource to both house and provide services to the homeless, including the chronic homeless population. 

I dug into HUD emergency voucher and voucher dashboards and a HUD table of all VASH awards through 2021 to identify how many of these vouchers have been allocated and how many are actually under lease in Oregon. (Emergency voucher data is current as of this week, while VASH utilization is current as of April).

Observations, Emergency and Veterans Homeless Voucher Utilization:
  • There were a total of 4,353 vouchers allocated in Oregon for these two programs. Statewide 53% of emergency rental vouchers were under lease, 72% of VASH vouchers were under lease.
  • Statewide there were 2,825 vouchers leased, 1,528 not yet leased ,with 857 not yet leased in 3 county Portland metro.
  • Home Forward had a total of 693 not yet leased vouchers, that's 45% of the state total. 
    • 370 of their not yet leased vouchers were in the Emergency voucher program and 
    • 323 not yet leased vouchers were in the VASH program
  • Clackamas and Washington county combined had 164 not yet leased emergency and VASH vouchers.
