HUD Has New Mapping Tool for NSP3 AND Oregon Census Tract Block Group Level Foreclosure and Unemployment Estimates Through June 2010.

HUD has taken a long time in getting NSP3 local data posted, even though that data is referenced in the recent NSP 3 notice.

HUD has now provided a local mapping tool HERE, which allows zooming to individual census tracts to identify tracts with greatest foreclosure risk. The data visible on the map at the CT level looks like this:

A description of HUD 's method of making these calculations is HERE. 

HUD has ALSO published data by state in Excel on the various factors down to the census tract/BLOCK group level. This data includes vacancy estimates, foreclosure estimates, and unemployment estimates--with updates for many fields through June 2010. The HUD page to download state level data and more is HERE. A data dictionary for the NSP 3 field names is HERE. This is the ONLY public database I know that provides these recent estimates down to this level of LOCAL geography.

Oregon Housing Blog, Oregon Enhanced NSP 3 Data

HUD data uses abbreviations for data field names. I downloaded the Oregon data and added a worksheet with my version of field names so that users could readily understand the data available. 

Using filters and pivots, users should be able to see which areas had the highest HUD foreclosure scores, completed REO, etc.  This enhanced data is available HERE in Excel for more than 4,700 Oregon census tract block groups. (Time permitting I may revise this workbook in the future to add fields and show aggregations by city or county).

HUD Getting Busy on NSP3, Finally.

From NSP Resource Exchange website:

• HUD will be offering a webinar on October 19th at 2:00 PM EDT that will summarize and answer questions on both the NSP3 Program and the alternative requirements and regulatory waivers offered under the new Federal Register notice. Learn more.

• During the week of October 18, HUD will issue a new Federal Register notice on the NSP3 allocation method, waivers granted, alternative requirements applied, and statutory program requirements. An advance copy of the Notice is available. Read it now.

FR Notice is 91 pages.....Oregon allocation is $5 million.
