With the national discussion on SCHIP gearing up, I thought it might be useful to dig out some facts about kids and health insurance in Oregon. As is the case with housing assistance, the SCHIP debate is first and foremost a political debate. However some of the same policy debates about income targeting and cost sharing we see in housing lie below the surface of the larger political debate.
