Three Metro Capacity Ordinance Updates.

1. I have now posted my final comments to Metro on their capacity ordinance. My final comments (minor editorial changes from draft and document is now dated) can be found at the same link as my former draft comments HERE.

2. Metro has a PR HERE which explains their take on the current status of discussions about affordable housing requirements in urban reserve areas.(Title II of the Framework Plan).

It is odd/fascinating that after 35 years of Oregon land use law, and multiple existing requirements in the framework and functional plans that the PR would claim that: 

Representatives from Metro and various regional stakeholders are close to an agreement that would create the first regional policy on planning for affordable housing. (emphasis added).

3. ALSO, HERE is a copy of the written comments made at the Metro hearing on the capacity ordinance in Hillsboro on Dec. 2nd that are referenced in the Metro PR . These comments include comments from the Mayor of Hillsboro (Willey), HomeBuilders Association of Portland (Nielsen), and Portland Metro Association of Realtors.(Leo).

The Homebuilder's and Realtors Association written comments at the hearing oppose efforts in Title II to address housing needs at specified income levels and also the requirement for attached dwelling units. HomeBuilders also express concern about emphasis on transportation in housing transportation cost burden index.

Note: Final hearing on the Capacity Ordinance is 2 PM December 16th at Metro, prior to Council action on the Capacity Ordinance scheduled for 5 PM that same day.
