Brookings: Share of Vouchers Increased in Suburbs from 2000-2008, But Not in Portland MSA.

I took the Appendix that has MSA level data, converted to Excel, and did some sorting and ranking to show where MSA's ranked in 2000 and 2008 in their share of vouchers in suburbs. 

PDF file I created is HERE, Portland MSA data is at top of page 4.

Observations: 
  1. Portland's share of vouchers in the suburbs declined marginally from 53.1% to 52.8% from 2000 to 2008, while the majority of MSA's saw increases in the share of their vouchers in use in the suburbs.
  2. Out of 100 Metro areas the Portland MSA had the 36th highest % of vouchers in the suburbs in 2000, but in 2008 the Portland MSA ranking had dropped to 43rd out of 100 MSA's.
  3. The Seattle MSA ranked higher than Portland in the share of vouchers in the suburbs in both 2000 and 2008. [65.6% and 66.7%]. The Seattle MSA ranking by the share of vouchers in the suburbs dropped from 21st to 24th from 2000 to 2008, even though their share of vouchers in the suburbs increased from 2000 to 2008.
