First Look. Oregon Data on $4.2 B in Federal COVID Obligations; 47% Remains to be Spent.

The USA spending website has finally started to publish data on COVID related federal funding. 

Using that data, I have constructed a workbook that includes all FY 2020 COVID funding obligations to Oregon recipients through July (excluding contracts).  (Generally speaking "outlays" refers to spending of funds that have been obligated. Note that federal agencies have NOT allocated all the funding provided to them by COVID legislation, so as they do so money obligated will continue to increase, as will outlays.).

The workbook opens with a pivot table of all prime awards showing obligations and outlays [spending] by county (excluding loans).   The workbook contains a number of worksheets listed in the image below. Those include several SBA related worksheets. 

Also included is a worksheet that shows only prime awards made to state government or public universities. Note that at least state government allocations will show Marion county as the recipient location, even though some of that funding ultimately will be made available throughout the state. 

The "Link and Content" worksheet shows the filters I used to download the data AND a link that should allow you to download a ZIP file with the same data that I used. 


The map here shows the percentage of obligations spent by county.  Statewide, of the $4.2 Billion in COVID obligations 53%  has been spent, leaving $2.1 Billion/47% to be spent. 


I consider this data as a first look, it's likely subject to revision and refinement.
