2018-2020 Excel Workbook Shows Annual Housing Permits AND Production for Oregon's 49 Largest Cities, Including Regulated Housing Data.

Several of my recent posts have focused on housing production in Oregon's 49 largest cities for 2018-2020.  

I have consolidated the data underlying those posts and created a new Excel workbook HERE

The source data for the workbook are Excel files sent to me by DLCD staff; I am appreciative of their cooperation in making this data available.

2020 data from cities took substantially past the Feb 1st deadline to be sent to DLCD and I am hopeful that cities will improve their timeliness for 2021 data.  

The Workbook
The FIELD LIST AND SUMMARY worksheet shows the 63 columns in the DATA worksheet, along with totals for these individual year and the totals for 3 years for these 49 cities AND for the City of Portland. It also includes the annual rate of production per 1,000 units in the 2020 census for both all unit production, and missing middle unit production  A picture of some of the production related line items in the worksheet is pasted below:

The READ me worksheet has additional notes about the unit types included in the missing middle unit counts. This includes a note that only 47 cities were subject to reporting in 2018 and 49 cities in 2019 and 2020.

The HB 2004 and Census DATA worksheet has counts by year of the total units and details and subtotals for unit types:

  • All single family, 
  • SF detached, 
  • SF attached, 
  • ADU's , 
  • Manufactured housing
  • Duplexes, 
  • All multifamily 
  • Triplexes, 
  • Quadplexes, 
  • 5+ units
Note that unit type data is available for both permits AND units produced AND for both ALL units and REGULATED units.

I  added to the DLCD data a field that shows whether the city is within the jurisdiction of the Portland Metro Council. 

I also added columns for each city that show Census 2020 data for housing units, occupied units, vacant units, and the vacancy rate. 

Finally I added columns showing the annual rate of production for every 1,000 units in the 2020 census and the rate of production of missing middle housing units per 1,000 units in the 2020 census. 

The PIVOT TABLE worksheet default opening view is of the total 3 year PRODUCTION totals for each city, including a breakout of missing middle units. The default view excludes the "[yearly] subtotal" entry in the cities column as that would double count units in the grand total of the pivot table. 

This data is shown for both all units, and regulated units only; the totals for these 49 cities and the City of Portland were:.
