House Hearings This Week on OHCS Restructuring.

The Oregon House Human Services and Housing Committee is holding meetings on Wednesday and Friday with invited testimony only from Oregon Housing and Community Services on the Governor's proposed restructuring of OHCS. 

You can view live streaming of Oregon Legislative hearings (on day of hearing) HERE, look for hearing rooms/times below. 

For any meeting materials for this Committee go to website HERE and select meeting date in right pane and then back in left pane select tab "meeting materials". (Selecting individual bills within each date can produce relevant meeting materials; for meetings below I do not see a specific bill for OHCS restructuring).

Corrected: Oregon Legislature: In Every Republican House and Senate District Renters Were More Likely than Home Owners to Have Children Less than Age Six.

Correction: 
In text below I corrected percentage of Democratic held districts where renter HH were more likely than home owners to have child below age of 18 to read 54%, instead my original 72%; data in linked tables remains accurate.

I recently posted (HERE) that in Oregon renters were 56% more likely than home owners to have children below the age of 6. 

That got me thinking, I wonder if there were any differences between state legislative districts held by Republicans and Democrats?  

Well, it turns out that there were differences, but they weren't what most people (including me) likely expected....

Children Under Age Six
In EVERY Republican Held District Renters Were More Likely than Home Owners to Have a Child Less than Age Six

It turns out that in EVERY Republican legislative district (44 out of 44) it was more likely that renter households had children less than age 6 when compared to home owners.  

For Democratic held districts, renters were more likely that home owner households to have a child less than age six 72% of the time (33 out of 46 districts). 

Combined, in 77 of the 90 legislative districts (86%) it was more likely that renter households would include a child less than age 6 vs home owner households.  

All Children Less than 18

When looking at all children under 18, for Republican held districts renters were more likely than home owners to have a child less than eighteen 86% of the time ( 38 of 44). 

However in Democratic held districts, renters were more likely than home owners to have a child only 54% of the time ( 25 out of 46 districts). 

Combined, in 63 of the 90 districts (70%) it was more likely that renter households would include a child less than 18 vs. home owner households.

Looks to Me Like OHCS Got Only Half of $10 Million Housing Preservation Lottery Bond Request.

I would wait for final legislative action today, and confirmation from OHCS, but a revised version of HB 5036 posted overnight HERE appears to provide only $5 million of the requested additional $10 million in lottery backed bonds for the preservation of existing HUD or RD subsidized projects.

Day 1 Audio of Today's Oregon Ways and Means Committee Hearing on OHCS 2011-2013 Budget.

This morning, the Oregon Ways and Means Subcommittee On Transportation and Economic Development held a hearing on the OHCS budget for the upcoming biennium.  A second session is scheduled for tomorrow.

OHCS had previously posted the exhibits used for the hearing HERE. 

I was able to create a MP3 audio file from today's 1 hour and 32 minute session and have posted it to the Internet Archive HERE. 

You can stream the file from the web or download it; if you download it is modestly sized at 64 MB. 

I think this is the FIRST time that OHCS Ways and Means budget audio has been quickly posted for easy public access [session ended at 10 AM today]. 

With the posted OHCS budget materials and this audio this is one of the most comprehensive briefings on OHCS programs and funding sources you will find anywhere.  

IF scheduling permits I will try to record and post day two of the hearing scheduled for tomorrow.

OHCS Bill Removing Admin Cap Could Reduce Funding Remaining for Housing Programs.

HB 2152 is scheduled for a first hearing on Thursday, March 24th.

Hearing details:

Bill summary and text HERE indicates it would remove the 5% admin fee limitation for the Housing Development and Guarantee Account.  This change would have the net effect of reducing the funds available for program costs, if OHCS moves to increase their admin fees in the future. Net effect would likely be a reduction in units produced using this funding.

With decline in activity in the SF bond program that provided significant fee income and recent bump in MF application processing fees, its clear that OHCS is looking at multiple new ways of funding its operations.

Corrected Super Sunday Post: $2.3 Billion+ in State of Oregon Housing Tax Expenditures, Home Ownership AND Rental , 2011-2013.

I have prepared the attached table and pie graph HERE (legal size to fit all the data) that shows a breakout of ALL State of Oregon housing related tax expenditures, including both home ownership and rental housing. Table includes a $$ and % comparison of the cost during the current 2009-11 biennium and the upcoming 2011-13 biennium. 

Some observations: 

1. Total 11-13 housing tax expenditures of $2.362 Billion are expected to increase by $362 million (18%)  in the coming biennium.
2. In earlier posts I noted that total Oregon General Fund support for OHCS, for both home ownership and rental housing, was $9.5 million [with a M] in the coming biennium), a decrease of $788,000+ (7.6%).
3. Home ownership tax expenditures will exceed $2.2 Billion in the coming biennium, an INCREASE of $357 million (19%) from the last biennium. 
4. Home ownership will account for 95% of the total of  State of Oregon housing related tax expenditures in 2011-2013.
5. Rental tax expenditures account for 5% of total housing related tax expenditures, and are projected to reach $114.5 million, an INCREASE of $4.6 million (4%)  in the coming biennium. 
6. Housing related tax expenditures that were less than $100k or that had no values are not included in the table.

Early in the week I will ALSO be posting an Excel workbook with ALL 378 State of Oregon tax expenditures, showing the estimated costs for the current and upcoming biennium included.  (Post will include filters and a pivot table, so you can make comparisons in a variety of ways).

Oregon Senate Hearing, HH Items: 2,000 Completed Apps.(In 5 days?)

During Oregon Senate hearing today, OHSI Director Kaplan said:

• That there had been 35,000 visitors to their website, 4,400 applications taken to date, with 2,000 applications completed. 
• Face to face interviews with applicants will start tomorrow. 
• After mortgage payment assistance program ends on January 14 there will be 36 separate lottery draws conducted to select those to receive assistance in each county.

He also said that other states:

• Had chosen to do quarterly income verifications, but Oregon chose monthly verification process.
• Had chosen to receive partial payments from homeowners, and match them with partial payments from HH funds, but Oregon chose not to because of "scary" administrative complexity of doing so. (BTW: Matching payments were used by lenders for old Section 235 program).

Kaplan also said that Oregon will be using "new hire" list from Employment Department and unemployment records to help insure continuing loss of income during period receiving Mortgage Payment Assistance. (I interpreted remarks to indicate that as long as income continued to be 25% below former level, homeowner would continue to receive full mortgage payment, so appears that some increase in income would still be acceptable--someone PLEASE correct me if I am wrong).

Oregon Legislative Schedules Currently Showing Only One OHCS Apperance Next Week, More Seem Likely.

In looking through current legislative agendas (as of Friday morning) I can see that OHCS is currently scheduled for only one appearance before the Interim Committees meeting next week. That appearance is before the Senate Consumer Protection and Public Affairs and is scheduled for Tuesday Sept 21, at 9 AM in the State Capitol Hearing Room B. 

OHCS and DCBS are scheduled to appear to update the Committee on the Hardest Hit program (I note that Legal Aid and the Oregon Law Center are also scheduled to provide testimony on tenants in foreclosure). 

It seems likely that OHCS may appear also before House or Joint Committees; Oregon legislative agendas can be searched by keyword HERE.
