CBPP Rent Credit Proposal Has State Data.

Interesting concept to throw into mix of tax reform; tables show that 13,261 to 16,044 Oregon renter households might benefit from $61.5 million to  to $189 million in annual renter credits.

CBPP: Romney Charge that Very Little of Benefit $$ Reach Beneficaries Because of Fed Bureaucratic Costs Doesn't Hold Up.

CBPP has analysis HERE of Romney charge that: 

What unfortunately happens is with all the multiplicity of federal programs, you have massive overhead, with government bureaucrats in Washington administering all these programs, very little of the money that’s actually needed by those that really need help, those that can’t care for themselves, actually reaches them.

Center for Budget and Policy Priorities Has State Fact Sheets on Assisted Housing and Renters; Oregon Assisted at 54,000+

I noticed that:

1. Assisted unit counts do not include Low Income Housing Tax Credit units (unless those units are assisted by other programs).
2. 59.5% of all assisted rental housing units in Oregon were housing vouchers, while 16.8% were public housing units. This means that even without taking into account other affordable units they may own that Oregon housing authorities administer at least 76% of all Oregon assisted rental housing.

Also from the Oregon Fact Sheet: 

Federal rental assistance programs enable more than 54,044 low-income households in Oregon to rent modest housing at an affordable cost. About 61 percent of these households are headed by people who are elderly or have disabilities; approximately 30 percent are families with children...133,660 low-income renter households pay more than half their monthly cash income for housing costs. On average, these households have incomes of $999 and pay housing costs of $837, leaving only $162 to pay for other necessities. About 39 percent of these cost burdened renters are elderly or people with disabilities, while 25 percent are families with children.

CBPP Quick Analysis of Proposed FY 2011 HUD Budget Throws Grandma Under the Bus.

I have always enjoyed the housing work of the Center for Budget and Policy Priorities. However, a review of their first analysis of the FY 2011 HUD budget HERE shows NO mention of the proposed suspension of funding for new starts under the Section 202 Elderly program and the Section 811 program for persons with disabilities.

If this had been a budget proposal from the prior administration, I am sure that these proposed moratorium on starts in these long standing non profit programs would have gotten much bigger play.

New Paper on Low Income Rental Housing from CBPP With State Counts of Assisted Units and Cost Burdened HH's.

HUD Voucher Utiliation Data from CBPP: Oregon At 98%; US At Only 90%.

The Center for Budget and Policy Priorities has published state and local public housing authority level HUD voucher utilization data and their analysis HERE.

The CBPP analysis for Oregon says that voucher utilization was at 98%, substantially higher than the national utilization rate of 90%.

CBPP Analysis of HUD Budget Includes State Table of Impacts.

The Center for Budget and Policy Priorities (CBPP) has issued an analysis of the proposed FY 2009 HUD budget HERE.

Pages 14-16 of that analysis are estimated state impacts of the HUD budget on vouchers, public housing, and project based rental assistance. Oregon estimated impacts:

• Vouchers NOT renewed: 1,500
• Project based units at risk of non renewal 635
• Public Housing Operating Fund shortfall $3.64 Million
• Public Housing Capital Fund shortfall $2.209 Million
