Video/Audio of Lake Oswego City Council Work Session: Housing/Pop Forecast, Comp Plan Housing Policies.

The Lake Oswego City Council held a work session on September 11 that included discussion of revised housing and population forecasts and the proposed changes in housing comprehensive plan policies previously approved by the Planning Commission.

I did not attend this meeting however I obtained video and created a Iphone/Apple compatible video of entire 2+ hour discussion and posted it on the Internet Archive HERE. The housing and population forecast discussion is first, with the housing comp plan policy discussion starting at 50:24. 

Video file can be viewed online OR downloaded, but if you download, note that file is VERY large at 320+ MB's. (On line viewing of video takes a moment or two to start. File loaded readily using Internet Explorer or Chrome browsers but I had a little initial difficulty in getting it to load for online viewing using Firefox or Safari).  Tip: If you click on thumbnails in left pane, you can click on image and it jump to that portion of the video where speaker(s) in frame appear.

Lake Oswego Planning Commission to Provide Feedback Monday on Revised Draft Comp Plan Goals, Including Housing.

The LO Planning Commission has a Monday April 9th session at 6:30 PM that provides an opportunity for the Commission to provide feedback to proposed revisions to the Comp Plan, including housing provisions. These draft provisions had been reviewed by members of the Citizen Advisory Commission on March 21st and also incorporate some revisions suggested by a CAC member following that meeting.

The meeting packet for the Monday April 9th meeting is HERE. 

The staff document in the packet explains that Planning Commission comments will be taken back to the Citizen Advisory Commission meeting on April 25th, and final recommendations will then be sent back to the Planning Commission for action and a public hearing.

In looking through the revised draft I noticed some changes and some new language options to the initial draft Housing policies that reflected comments that I had provided.  

I did not however seen any timetable for revisions to the draft Housing Needs Analysis of May 26, 2011 (My prior identification of at least 14 problems with the draft HNA are in PDF file HERE that was sent to staff on Februrary 2nd).

My Comments on Lake Oswego Housing Summit Questions and Draft Housing Needs Analysis.

Lake Oswego is holding a community event tonight that includes a discussion of Complete Neighborhoods and Housing. The published materials for that event provide background and raise a number of questions to be discussed in small group sessions.

I have listed my comments on housing and complete neighborhoods in a two page PDF file HERE. 

One of my housing comments notes:

1. That the May 2011 draft Housing Needs Analysis needs updating when Metro allocates their growth forecast of households to the city level this spring and 
2. That the HNA also needs a number of data updates and corrections that could impact Comp Plan policies and projected housing needs.
