3 County PDX 2010-2020: Of 37,000+ Annual Job Openings, 60% Will be In Jobs with Average Pay Less than 60% MFI.

I have created a new Excel SkyDrive workbook HERE (and embedded below) that includes counts of 2010 jobs and average wages and projected 2010-2020 job openings and average wages for 791,000 jobs (and 600+ occupations) in Clackamas, Multnomah and Washington counties.  

In addition to including both individual worksheets previously posted for Clackamas and the combined Multnomah and Washington county workforce areas, I also included a simple summary sheet that is the default view when the file is opened. That summary shows:

1. 57% of 791,000+ 2010 jobs had average wages at or below 60% of 2010 HUD Median Family Income. (HUD 2010 Median Family Income was $71,200, so the 60% MFI threshold was $42,720 or $20.54 per hour)
2. 60% of 37,000+ annual job openings from 2010-2020 are for jobs with 2010 average wages at or below 60% of 2010 HUD Median Family Income.

2010-2020 Multnomah/Washington Job Openings: 59% Will be in Jobs with Average Pay That Is Less than 60% of Median Family Income.

Readers will recall my prior post HERE showing that 66% of projected job openings in Clackamas County from 2010-2020 were projected to be for occupations where average salaries were below 2010 60% median family income.(HUD 2010 median family income was $71,200, so the 60% MFI threshold was $42,720 or $20.54 per hour)

I replicated the same analysis for the Washington and Multnomah Workforce area; my observations:

1. In 2010, 56% of jobs in Multnomah and Clackamas County had average wages of 60% or less of 2010 HUD median family income.
2. From 2010-2020 of the 30,866 projected annual job openings (new jobs or replacement of current workers) 18,132 (59%) will be for jobs that had 2010 average wages at or below 60% of HUD median family income.

Notes:

• In the Excel workbook, the occupation link in left column is active, clicking will provide MUCH more detail for that occupation, including current job openings in that occupation.
• File is set up in landscape mode with legal paper size; printed document runs 22 pages.

Washington County Draft Fair Housing Plan Has Comprehensive Flow Chart Showing Fair Housing Complaint Filing Options.

One of the fair housing impediments across Oregon is that no one had taken the (considerable) time and brain cells required to identify and illustrate all the different routes that could be used to file a Fair Housing Complaint in Oregon. (I don't think this a problem only in Oregon).

I was pleased to see that Washington County Draft Fair Housing Plan/AI DOES include a comprehensive one page flow chart and timeline for filing a Fair Housing Complaint in Oregon. That chart is on PDF page 44 of the draft Fair Housing Plan (hard copy page 38).   

This is the most comprehensive flow chart to date that I have seen of the Fair Housing Complaint filing process and timelines in Oregon.

Kudos to those who helped put this together, including members of the Fair Housing Plan Committee and local planning staff.

The table below illustrates the distribution of White, Hispanic, Black, Native American and Hawaiian populations among the areas of opportunity. It appears that the distribution of residents is fairly even, with the majority of households of each race living within average to
higher than average opportunity. There is no disproportionality in the populations within each opportunity area

Washington County Fair Housing Advisory Meeting Wednesday July 27 Includes New Fair Housing Audit Test Results.

A group of officials and others have been meeting for a few months as a Fair Housing Advisory Committee as Washington County moves toward preparation of an Analysis of Impediments.  I have attended recent meetings of this group; meetings are open to the public.

The next meeting is scheduled for Wednesday July 27; time and location are:

I have received and and am posting the agenda and meeting materials HERE.

The materials include multiple year complaint data and the  findings for a new Fair Housing Audit conducted by the Fair Housing Council of Oregon in Washington County, but outside of Beaverton. You can read the audit test materials for these 21 tests for yourself--the results are disappointing and the group will no doubt discuss ideas about how to follow up on those results. (Moloy Good from FHCO is on the agenda to discuss complaint data and audit results).

The meeting package also includes a diagram showing various routes to filing a fair housing complaint; I expect Washington County will be working on refining that document, which could benefit all areas in Oregon and help clear up confusion about who does what, when.
